A marketplace connecting European clients with contractors in Ukraine is choosing a payment provider. The request was published in September 2026; the platform is still being built and has no transaction volume.
How the flow should work 1. A client in Europe pays for a service through checkout. 2. The funds are held by a licensed provider, a trustee or escrow agent, not by the platform. 3. The marketplace takes its commission. 4. The rest is paid out to the contractor in Ukraine.

The key constraint The platform wants to be neither the custodian of funds nor the merchant of record. The provider therefore has to hold the money and take responsibility for how it moves.
What to clarify The author's reading of PSD2, the German ZAG law and the limits of Payoneer and Stripe is their own interpretation. The Novalnet custom-build quote of 25K has no currency and is not a budget. A provider should ask about the legal entity, the nature of contractor services, the custody setup, permitted methods, volumes, timing and whether the request is still active.
