Onboarding a betting merchant: who takes funds and owns withdrawals
A merchant licence does not approve every payment chain. Establish account ownership, withdrawal funding and responsibility before launching.
A licensed betting merchant can pass company checks and still be unready to launch payments. A product licence does not automatically describe or approve every way of collecting funds. Each payment route has its own participants, restrictions and permissions. When a trader team joins the chain, those questions belong in onboarding rather than in an appendix to the integration.
This article considers only permitted products in eligible jurisdictions using approved routes. Platform-based P2P digital-asset exchange and collecting gambling deposits for an operator are different activities. Admission to the former does not establish the right to perform the latter. The proposed process turns that distinction into concrete decisions.
The file must describe the actual business
Begin with the operator, owners, controlling persons and domains offering the product. Connect the licence to the activity, customer territory and entity responsible to the player. A matching brand name is insufficient. A group may contain several companies while only one signs the contract and receives settlement.
The payment team requests expected player geography, currencies, transaction sizes, product characteristics and the anticipated balance between deposits and withdrawals. This information supports eligibility checks and service design; it should not become a promise of guaranteed turnover. A new merchant should distinguish established history from its own sales projections.
Assign responsibility for each review. A salesperson should not independently decide that a licence is sufficient, and an engineer should not treat a successful test request as authority to launch live payments. Record business approval, route approval and integration acceptance separately so none substitutes for another.
Who owns the collection account?
Map the route from player to final merchant settlement and identify every account owner. If an intermediary receives funds, establish its role, contractual basis and necessary permissions. If an individual account is proposed, the fact that a banking app can receive a transfer does not establish that the commercial use is permitted.
In Great Britain, the current wording of UKGC condition 5.1.2 connects covered payment acceptance with the payment-service-provider definition in the Payment Services Regulations 2017. It applies to specified remote casino, bingo and betting licences, with exceptions. This is a jurisdiction-specific example, not a rule to copy across the world.
The practical question is which permitted provider delivers which service to this operator, rather than whether a supplier offers P2P. The answer includes whether the bank or provider accepts the gambling business category. A proposal to disguise the business, use a misleading MCC or describe transactions as sales of nonexistent goods is a failed review, not a launch solution.
Assess collections and withdrawals separately
Suppose a merchant expects 100,000 illustrative currency units of deposits and 80,000 of withdrawals in a day. That does not mean it needs to fund only the 20,000 difference. If 60,000 of withdrawals falls due in the morning while deposits are expected in the evening, morning liquidity is required. If one route accepts deposits but another must execute withdrawals, the second route needs lawful and timely funding.
Recipient eligibility matters as well as amounts. Can the player withdraw to the originating method? What happens if that account closes? Who verifies an alternative payout method? What happens when the payer's name differs from the player profile? Resolve these questions before accepting a deposit, not after a substantial win.
The UKGC has specifically criticised operators that suspect third-party funding, accept deposits and bets, but only investigate the payment method when withdrawal is requested. This is a British regulatory position, not a universal verification deadline. The operating lesson is to avoid postponing already-available risk checks until the customer asks for money back.
Who makes each decision?
- The merchant owns its customer and product eligibility decisions, the gaming-account balance and withdrawal instructions within its responsibilities.
- The payment-service provider confirms execution facts available to it and follows requirements applying to its role; the specific scope belongs in the agreement.
- The trader team performs permitted actions in assigned roles, preserves evidence and escalates exceptions instead of rewriting the rules.
- Treasury plans funding and settlement, while independent reconciliation matches obligations to actual movements.
- Support communicates verified status; an authorised party decides refunds, restrictions and disputes.
This is a recommended allocation, not a way to transfer duties that law leaves with the operator or payment institution. A clause making the processor responsible for everything is unhelpful if only the merchant can make the actual decision. Each boundary needs input data, an authorised action and evidence of its result.
Acceptance tests before launch
Test a complete deposit and withdrawal, followed by agreed exceptions: late confirmation, incorrect amounts, duplicate notifications, an unavailable payout method and a route suspension. Do not generate genuinely suspicious transfers for testing. Use the test environment and pre-authorised scenarios for adverse technical cases.
At acceptance, treasury should demonstrate how withdrawals are funded without fresh deposits. Support should locate an operation from a customer inquiry. Reconciliation should explain why a gaming-account balance differs from the processor payable. Compliance should confirm that actual participants and methods match the approved arrangement. Without these capabilities, the integration may work while the operating model remains unfinished.
Changes after onboarding matter too
Changing a bank, settlement recipient, legal entity, player country or subcontractor can invalidate an earlier assessment. Maintain a current flow map and a list of changes that require renewed approval. For applicable British licences, the UKGC separately requires notification of changes to payment processors and acceptance arrangements; check the current LCCP for the precise obligation.
A successful launch looks unremarkable: fund ownership is clear, withdrawals have funding without depending on evening deposits and disputed transactions reach someone with authority. That clarity lets a lawful merchant grow without reinventing the rules on every shift.
